In accordance with Regulation (EU) 2019/943 of 5 June 2019 on the internal market for electricity, the national Flexibility Needs Assessment sets out to estimate the flexibility needed on the national distribution grid level as well as on the joint bidding zone level of Germany and Luxembourg.
